Release phone number for porting to other mobile provider


Good day!

Could you please release my phone number for porting to the other mobile provider? Since mobile app has been updated I can't find where to do it myself.
Do I need to have some money on my balance to make porting action successful?

I called the number, but is is a number for people on contract. But I have a prepaid number. So kind person on the other side gave me other number to call.

Unfortunately they don't speak any English. 

 

Is there any other way to resolve my question?
