I just left an O2 shop, they insist I have to purchase a 3.5GB cross blister at €9.99 in order to purchase for O2 prepaid M plan. Instead of paying just €15, I ended up paying for €24.99. 

Can someone clarify this because the online store doesn’t have this pre-requirement. What can I do to get an refund because I don’t need another 3.5GB.

The starter package for 9.99 euros includes a starting credit (Startguthaben) of 10 euros. In order to be able to book the o2 my Prepaid M package, you need EUR 14.99. The starting credit would therefore not be sufficient. Top-ups in the o2 shops or other shops is at least 15 euros. If the o2 my Prepaid M package was your wish, it was put together for you like this (10 euros + 15 euros).

I assume tearsbeforecrying was already able to answer your question. You did not pay 24,95 for a 15 Euro package, you still have some credit on your rpepaid account that can be used with at a point in the future to activate a package that you like :-)
