Hi I would like to know is it possible to locate the sim card on my phone?

I lost my phone earlier. I tried the apple “find my phone” function, but the phone is offline and the location cannot be updated. 

I heard that somehow with the sim card the phone can still send out signals and locate the approximate location, is it possible to do so with O2 sim cards?
