I am just new here in 02, my contract is 02 data L with 60gb. However, I couldn't make a phone call or received calls from the time I received and activate my sim. What should i do?

As Bollermann already pointed out correctly the my Data contracts are just that, they are purely meant to be used for the usage of mobile Data, as such they cannot be used for phonecalls. In that case our o2 Free contracts would be what you are looking for. Where did you get the contract from? If you ordered it online yourself or through customer service and the contract is not older than 14 days, then you can still withdraw from the contract.
