can i buy a plan and roam from outside the eu?

welcome to our community. Unfortunately this idea doesn’t work. F.e. you would like to sign a contract in Germany and take it to Greece: This procedure will fail because you have no primary residence here in Germany. Even Prepaid cards have to be identified by a special legitimation process.

Even if it works and you take your contract to another european country there is still the Fair-Use-Policy inside EU Roaming. This means you can’t take the full data usage outside your home country. There are limits like the usage time (how often you can use your data volume in a different country by year) and the data volume. Although you have an unlimited data usage in your home country you get a package for using abroad.
