I will be going back to the US but need to keep my prepaid number active to receive calls to my German number from people in Germany.
Is there a way to do this without being charged excessive fees?

Yes, the usage is possible, but it is expensive, because the US is in counztry group 3. For the prices take a look at Prepaid im Ausland

btw - not every US-provider support roaming for german prepaid.
Check special roaming offers like Lufthansa Card etc. to get a german mobile Nr. without costs for incoming calls. Another solution is a german VoIP-nr. - if allowed by US law.
