Did you actually look at the invoice in detail to see exactly what you were charged for before deciding you must have been scammed? It doesn’t look like it.
39,99 is the basic fee. Add 39,99 for connection if it is the first bill and you already have 79,98. The rest could be calls abroad, calls to premium numbers, subscriptions, payment via mobile, …
What is seriously ridiculous (sic) is complaining in a forum before you even know whether the invoice is incorrect.
Nobody is going to contact you from here but if you do not understand your invoice you can post the contents of page 2 (without personal information) and somebody will explain it to you.

An invoice like this obviously needs to be checked. Have you been able to view the individual items online in your invoice document?
Normally, a connection fee is charged with the first invoice, as @bs0 has already written. This fee should also be listed in the contract summary that you received by email when you ordered the contract.
Additional costs may have arisen from calls abroad, use abroad outside the EU or by calls to premium rate numbers etc.
