hello, I ordered a phone but the delivery was not made, after I receive the money back can I make another contract?

welcome to the o2 Community 💙.

It is generally advisable to space out any orders if the first one was rejected, as orders stay within the system for a bit and if the first one failed and you immediately order again, the chance is very high that this will end with the same result as before.
