If you need a static IP address then I am sorry to inform you that this is only offered in business landline products.
If you need a public IPv4 address we can activate this für a one time fee of EUR 49,99. You should also already get a IPv6 address. I recommend to test if it works with IPv6.
Regarding mining Helium coins I have some doubts that this would be allowed according to our AGB since it would fall under “providing internet access to other people for payment”.
