I had a flex until one of O2 salesperson conned me into changing my plan for a “more affordable one” without mentioning that it was a 2 year deal. Also a very expensive one. I feel scammed because I don’t speak german.

what do you mean of flex? I heard that we can cancel the contract without any reason since the first of 2022.

Firstly: As has already been said, tariff changes within the contract term are often only possible from a certain point in time. Furthermore, you may have to pay a one-off fee and then pay the entire tariff costs without discounts.
Secondly: You can of course cancel your contract at any time. The cancellation will then only take effect at the agreed end of the contract. In order to be able to cancel at any time, with an effective cancellation after 30 days after receipt, we offer the Flex tariffs.
Term contracts of two years cannot be terminated with a notice of termination during the term of the contract accordingly just like that. Perhaps there is a misunderstanding - if a customer did not cancel in time (3 months before the end of the contract), until recently the contract was automatically extended by a whole year. In the meantime, the automatic contract extension is always only one more month (which is always renewed until notice is given), but you can cancel at any time.

my contract is a two-year contract and is unlimited.I pay 39.99€/month and it is no longer affordable for me. I just would like to change it to a more inexpensive one like up to 20€/month or completely cancel it and again have a new contract with O2 but with my current number.

How long has the contract been running now?
In order to prevent a downgrade during the term, which is often subject to a charge, you can actively extend the contract by 24 months from a term of 12 months. With this active extension, it is of course also possible to change the tariff.

No matter how long the term is, there won't be any cheap offers. Not until after a year at the earliest.

I have checked the possibilities to change to smaller tarriffs with an extension of our contract by 24 months, as of now they are 3 € above the monthly fee of your current tarriff.
