slow DSL connection

My DSL service was activated today. The link is established but the connection is very slow.

The download bandwidth is 300-400 kbit/s instead of 16 mbit/s. The test was made with LAN connection: http://www.speedtest.net/my-result/5245791339

Please discover and fix the problem.
