Number portability

Hello,

I would like to port my prepaid number to another network. I have already ordered the SIM from another network and they say the portability is not possible because of the indication for opt-in from O2 is missing
What are the steps to carry out number portability?
Note that I already have 35 € in my account.

Any help appreciated.
