A few weeks ago I was travelling to London.

When I landed I got a text message from O2 saying that all calls within the UK and to Germany are free of charge and included in my package (my package has EU roaming flat which includes free calls to Germany and inside the country I'm visiting in the EU).

I made 1 phone call to a TOLL FREE number in the UK starting with 0800. I was charged for this call a really nice amount and I'm trying to understand why.

Can anyone help me with that?

0800 is not toll free from your German mobile. It is charged as a non-geographic service number. The roaming flat doesn't include service numbers.
