I have a prepaid SIM card. It works fine for calling or texting anyone with a German phone number. However I cannot call or text many of my classmates at the Goethe Institut because they have numbers from other EU countries, even though they are here in Berlin.
What must I do to be able to call or text other EU numbers that are currently in Germany?

Actually, that doesn’t work. I cannot call or text students in Berlin if they don’t have a German country code, even if we are in the same room. If one of them sends me a text it works fine, but if I reply it will not go through. Clearly a limit of my plan, but since at least half of my classmates are from other EU countries my phone is virtually useless. I bought the SIM both for data and to be able to communicate with my fellow students.
Is there an English language help desk number? I'm learning German, and doing well enough to communicate with my Vermieterin and Mitbewohnerin, even though neither speaks English. However, I don’t think my German is up to the task of solving this problem.

I have no problems, if I put in the complete number (+44 ...) from my o2-SIM.

I figured it out. It was the country codes! I was using the "+nn" format, however apparently in Germany I have to use "00 nn".
Then it must be a restriction of your phone as that really shouldn't be the case because +nn is the correct international format and should always work. Glad you figured it out though!
