overcharged for roaming

I came back from a trip abroad, in which I used another sim with a local company.
However i am being charged 60 euro for using my internet outside of the eu. I can only think of a few short minutes when i used my whatsup. but aside from that i was always conencted to wi fi, or at plane mode.

 

Is this possible? Legal?

Yes, it's possible as long as the SIM card had a network connection.

      Yes, when the SIM card has a connection it can also, depending on the settings in your device happen, that downloads for Apps occur, and WhatsApp would also have used mobile data.
