eSim returned by the courier

I ordered an eSim on 17 Nov. Till now I still didn't have the eSim, the courier returned to the o2.
Now I have to pay something that I never use and has been returned. 
The eSim in activated and ready to use. 
Today i have to make the payment, is that normal to pay something that u didn’t even use? What i have to do? I want a replaced eSim quickly

Would you like to switch from a physical SIM to an eSIM? This can usually be done quite easily via the online portal. eSIM Informationen: Alles zur „embedded SIM“ | o2
You can also check there whether your address is correctly stored in your account.

At the moment, I don’t have access to your contract details because you are registered here with an interest-based account. This means your community account is not linked to your o2 contract data.

We explain here how to register correctly so that your account can be linked and we can take a closer look at your data.

I want O2 to deliver my sim one more time eSim , physical sim doesn’t matter is just want my sim , because I already have a bill to pay , and i never use the sim , because is returned by courier back to O2. 
This sim never reach my adress.

About account, i can’t register because i don t have my goods (the sim) , so i m not O2 customer since i get my sim.

What i have to do now? I can go to a physical O2 store to get my eSim? They will send a new one?

Ah okay, so this is about a new contract, right? And you’re still missing the SIM card in general.
In that case, I’d kindly ask you to visit one of our shops with your ID card, so the colleagues there can issue a replacement SIM for you directly.

Alternatively, you can also contact our English hotline. The colleagues there can arrange the shipment of a replacement SIM card for you as well.
