I was late to pay last mont bill but later I transferred amount to the said O2 account according to letter I recieved but now again they are charging me this month for the amount I have already paid.

The invoice that was issued on December 12th was due on December 20th. You then paid it on 12.01. What is now due is already the next invoice from 20.12. You then paid it on January 12th. What is due now is the next invoice from January 13th, which was due yesterday. Of course, the complete amount from December and January is listed on the invoice itself, because you only paid us when the next invoice was already being created. However, only the amount minus the payment already made was deducted yesterday.
