apple watch 4 - data plan "not in use"

My Apple Watch 4 is unable to configure the data plan, and o2-de ta plan shows as “not in use”

Yes, was activated, it took 4 or 5 days for the watch to be able to download the data plan configuration, did it automatically though, now is working.
