If this is an early termination then neither online nor by telephone and in any case at the earliest when you move (date of registration at your new address). You need to request that your DSL connection be moved to your new address and if, as you seem to have found out, o2 cannot provide your contract at thereyou will be allowed to terminate the contract early by paying 3x monthly fee.

Unfortunately the place I am moving to doesn’t support an internet connection with O2. I got in touch with an O2 representative by phone and I got told that I need to send a termination letter to your headquarters, however the 3x month fee was not mentioned at any point, is that a thing?

when you have a contract with a minimum term and move to another house where we can not provide Internet for you, we end your contract by the move date and will charge 3 months from the remaining contract term, if you send us a special termination via post.
You also can read that up in the TKG 46 paragraph 8.
I copied the important sentence for you:
“If the service is not offered at the new place of residence, the consumer is entitled to terminate the contract with a notice period of three months to the end of a calendar month.”
