Mobile internet extremely slow/not working

I purchased a prepaid SIM card that includes 3GB internet from an O2 partner store at Alexanderplatz yesterday. The guy at the store only gave me a card with my number so I have no idea which specific plan I have. I didn't even get a receipt with the same of the plan or itemized costs (which I now think is a bit sketchy). However, the problem is now my mobile data is almost non-functioning. My phone had switched to Edge, and even google.com failed to load. I read on the forum and try configuring the phone to choose only 3G/2G. The phone now switched to "H", but the problem still persists. I also tried to configure APN according to the advice on this site and restarted the phone, but it didn't seem to help. Please advise on what to do next or how I can go about getting a refund since I'm only able to use 90Mb of the 3GB I purchased.

first of all, welcome to our forum. Nice that you have found the way to us. :-)

Currently it comes to work restrictions at your contact address. There are work / disturbances at five base stations around your place of residence. Therefore, access to the remaining base stations will be increased and the network will be busy. In the live check under: https://www.o2online.de/service/netz-verfuegbarkeit/netzstoerung/?partnerId=SocialMedia&medium=socialpost&campaignName=CM-Commerce you can see for yourself how it looks like at the moment and if necessary you can report a fault by yourself.
