Changing from prepaid plan to regular plan

I currently have a prepaid loop plan.  I would like to change to a regular plan that has allnet and data. I attempted to do this and received a messsage to use the app and #107.  I have no idea what it is talking about.  I see nowhere on the app to do this.  Can someone help me.  My German is not good at all.
