iphone xs max. but i try the sim in one iphone 5 and in samsung galaxy s8. the same problem

Is it the only SIM for your contract? Or is it a Multicard?

If you are using multicards for your mobile-number, you can only receive sms with one sim.

You can try this:

Tip once *125# in the phone app and confirm with call.
