How many times did you have to enter the PUK in a row? If you enter the PUK incorrectly 10 times in a row, you will no longer be asked for the PUK and the SIM card will be permanently blocked. In such a case you need a new SIM card.
Maybe you should go to an o2 shop and get help.
Which o2 tariff are you currently using?
Entered it only once and it worked. Tried using 02 WhatsApp but it was absolutely useless. Kept on receiving links and info that had nothing to do with my question. Was told to type in that I would need to chat with an 02 worker and when requested to log in,the site was down. Total waste of my time and quite frustrating.
Decided to go to an 02 shop and was told I flew out of the system after reactivating with my puk!!!. The competent and friendly chap gave me a brand new sim card with my old number and I was ready to go in less than 5 mins. Can call and receive calls now.
All net flat.

I asked you about your tariff because with the Connect tariffs (e.g. o2 Free M Boost) you can use up to 3 multi-cards and up to 7 data cards free of charge. With the other tariffs (e.g. o2 Free M) you can exchange the SIM card with a fee about 30 euros.
But if your problem is already solved now, it is no longer important.
