the service “open dynamic IPv4-Adress” can only be activated on contracts, which are using the mobile network as entry point. Since your contract is running over a different technology, this option is not available, I’m afraid :(

Thank you for picking this up, though I think there's been a miscommunication. I'd like to have a fixed (non-dynamic) IP for my cable connection, so that I may control port forwarding. I require this for home VPN, file server and web server, plus the occasional game server.

@hslagter Unfortunately, no public IPv4 can be booked with the o2 cable tariffs,
@hslagter Look the services from Feste-IP if you want reach your devices over IPv4 and an o2 cable tariff.

as @Joe Doe has already correctly pointed out, a IPv4 address like that isn’t offered by o2, but there are third party alternatives available that you can try out for your connection. If that works out for you we’d be happy to hear about that from you.

there are a few solutions. I believe using services like https://www.noip.com/ doesn’t solve NAT/Routing for the Gaming server.
Anyway, I’d suggest checking tailscale.com service for VPN. It’s awesome and free if you have only few devices. (I do not advertise them just found your post randomly.)

Thank you for the help and suggestions posted. I'm afraid it's been a bit of a mixed bag in results. I have been trying the services offered by feste-ip.net the past few nights, and while I can get a link to many things, it's a bit of a string-and-gaffertape solution. Quite simply, it looks like not all server software is yet designed to reliably listen on IPv6…
To be honest I am quite taken aback that O2 does not offer proper Dual Stack at all, it is the first ISP I have encountered that does not offer a dedicated IPv4 address to a power user, even for a fee, and I get the feeling this limitation is a bit premature given the state of adoption.
I'm away from home quite a bit and could really use a more configurable connection. If not available at O2, is anyone aware of another German cable provider that offers full Dual Stack in combination with a monthly contract?

if you use a DSL connection in most cases there will be more than one provider that you can sign a contract with since the DSL connection is in most cases available to nearly every other provider that wishes to use it.
With a cable connection it is bit different. IN nearly every case you only have one cable provider at your address. Since we have a contract with the cable provider we can also offer a contract with us on your address. I am not sure if there are any other provider that have a contract with a cable provider and sell contracts under their own brand.
So I assume that the only cable provider you can use at your address is the one we are already using. This provider does not offer Dualstack on its cable connections for new customers, only if you already have it active you can keep on using it or you have a business contract with them.
To my knowledge there is no cable provider that offers a full DualStack for new customers :-/
