I’m sorry to hear, that you couldn’t enjoy your new o2 contract to the fullest so far. Are you using the SIM with a smartphone or in a stationary LTE Router?
Next I’d recommend that you take a look at the LiveCheck, maybe we have already been notified that there is an issue in your area, if not you can hand in a trouble report directly via that page.

I’m using the sim with a smartphone (smartphone: Xiaomi poco x3 nfc). And after reading your reply I checked the LiveCheck an entered my address (city: Ludwigslust) and the response was that there were restrictions in my area due to technical issues. are these issues fixable? And if they are how long will it take?
Because if these issues can not be fixed or will take a long time to be fixed I will have no choice but to cancel my data plan because I am not getting anything near what was promised.

At the moment there are some performance limitation due to temporary capacity bottlenecks.
Our colleagues from networks technology are in the process of fixing the error, we can't tell you how long the whole thing will take at the moment.
