You have set the Playstore to a country other than Germany, so you cannot download apps intended exclusively for Germany. Set the Playstore correctly to Germany if you want to use such apps.

The Google Play Store in most cases does not take into account where you are located right now but depends on the settings made in your Google Account, as stated by @blablup.

Where you already able to fix this and install the app? :-)

Thanks for your responses.

For some reason I was completely unable to change my country on Google - not via the web or device. So I set up a new account -  and that worked.

Even better, I can switch between the accounts on my TV if I want, and the O2 app doesn’t seem to care. 

I note that with google they let you change your address only once a year, so pity the digital nomad!
