Due to some personal reasons, I am planning to move out. Could I, again, transfer this contract to my roommate? But how about that 29.99 euro? Should I pay it first? Or, Could I just transfer the contract first and wait for the payment request?Thanks.

Usually the activation fee is charged a month after the contract was handed over to you. So please check if you have a direct debit in the middle of November 2020 about a proportional basic charge concerning your tariff and the 29,99 EUR.

Yes, it is possible to change the contract owner several times within a short period. If you hand over the contract to your following tennant he/she will have to pay the fee for it. There is nothing left to do for you but sending the form.
