there are currently two base stations near your particular postal code/address that need maintenance work, those stations cover the 4G network. This means that not only is the 4G coverage limited, the coverage of the remaining networks suffers from additional traffic that usually would be handled by 4G.

This is the reason why there are currently limitations in network speed like the ones you described.

We do not have information how soon this can be resolved, but it is being worked on.
