sHello i do not live in germany for a year now i do not use your mobile service. Yet i keep getting bills with insane prices. like ~ 70 € a month. And my dept is like 200 € now. 70 euros a month for a service i do not even use is absurd. I dont care about the dept since i'm not returning to Germany. How ever to suggest a fair offer. I could find € 130 for my contract cancellation (minus the dept)

The debt won't just go away even quietly if you don't return to Germany. When did you cancel the contract? Did you do so early because of leaving the country? If so, did you submit all the documents (deregistration n Germany, registration abroad) and pay the three months basic fee required?
It's all very well you wanting o2 to leave you alone but to do that you should clarify why you are still being charged and pay what you still owe.

your current contract will be terminated in July 2019.
However, if you wish to cancel it in advance due to you living abroad, you can do so by sending in all the documents needed, you can find the requirements in this PDF (alternatively, here's the German version).
We will need the following documents:
o2 will then charge you the basic fee for 3 months in advance, and your contract will be cancelled by the next possible date.

- a notification of your new, foreign domicile (alternatively a confirmation of your employer or landlord)
- your approval for us to charge you the all-inclusive basic fee for 3 month.
