Internet so slow that it isn't recognized as connected

I am connected to my router. 

The DSL is green. WLAN and Internet is blinking.

My computer says I have full connectivity to the wifi of this router.

Nonetheless, the service is so slow that most webpages time out before loading and that many apps claim that I am not connected to the internet.

Why is my internet so slow?

I have not gone over my data limit.

connectet by Lan or Wlan ? Wich router is in use ?

Router: Homebox 6641

I tried both LAN and WLAN, same regardless.

I have done many checks to ensure it is not my computer's software or configurations.

Hi,

if you have made some Speedtests wehn the connection is good and some when the connection is bad ? If there a difference or is the connection always slow / bad  ?

I havent made a speed test when the connection is good (as it was good enough for me never to question it).

When the connect is bad - currently - (I am using my neighbors wifi) most web pages time out before loading.

When I can reach the speed test page I get:

12 Download

2 Upload

but that is after 4 times of the page timing out.

Hi,

you have test some different browser ? The security software is not set to hard ?

In my opinion it seems that the port has a malfunction, for this only the o2 technical hotline may help you. You can reach them only by phone 0800-5251378 (for free) but you must undertsand german or get help by a german speaking friend because there is a voice menu at the beginning.

Yes, this is browser invariant.

I have called o2 several times. 

I waited on hold for 1 hour (although I was told I would reach someone in 10 minutes). 

After an hour, it gave me an automated (translating and paraphrasing) "there is an unusually long wait, to better serve your time, hang up can call back later" and then disconnected me.

I reached a person twice. One guy hung up.

One guy said he would call me back in 2 days to see if the problem was resolved. (He did not call back, and the problem was not resolved).

I can speak basic german and they seemed to understand me.

So what should I do now?

I have reset the router and that also does not solve the issue

Called again and after almost an hour and being transferred literally back and forth between 2 people who kept thinking it was the other person's job it was to help, one of the guys hung up.

I hate o2.
