Yesterday I opened a same topic in the german speaking forum. Someone answered to me and He/She told me I have to try here.
So... copy-paste from that topic:
"I had more than 19euro ballance on my prepaid. I tried to change my tariff(in Mein O2 app) to Smart 1GB. I got a massege the Smart 1GB active, my ballance changed to 9euro, but my tariff had the same, O2 Loop. 1minute later I got an other massege: Smart 1GB tariff ended.
My 9.99euro gone and I still have the o2 Loop tariff without Smart 1GB.
I tried to call the customer service, but unfortunately I don't speak german, yet. I was in an O2 shop, but the Lady didn't spoke english, so...
I'm here, I tried the Live chat, but no luck."
I was in an o2 shop again. The guy told me He can't help me, because He has knowledge only for the o2 contracts. He didn't know anything about the prepaid. hmm...
I'm home, I tried the live chat again, but only answer I got is: it's only german language chat(translated from german by google).
So...what can, what should I do? I work from 6:30am to 6pm, everyday. I don't have internet on my workplace.

I just checked everything now.
So, the Smart 1 GB Pack couldn't be activated. I do not know why. I can just see that it got activated, but deactivated again some moments later. But it wasn't charged twice, just once, and 2 times 0,99€ for a Day Pack, as well as 5,99€ for a data pack with surf volume.
I have now activated the SMART 1 GB pack for free for you (because you already paid for it), and I gave you the balance of the money for the data pack back as well. So, now everything should be fine.
The data pack I set for deactivation (not the SMART pack, the other one) to the end of the runtime, so that it doesn't get extended later on. If you want to keep it you can still change that for sure.

I have a similar situation. I bought a Smart pack 1gb yesterday but it will not activate properly. I keep getting messages from O2 saying that I am on the tariff instead of the pack plan. Additionally, on my profile, next to the smart plan it reads "bestellt, wartet auf Aufladung". Can you please help me?

I had a problem as I found same problem as other customer
"I had a problem last time but didn't report. I recharged my o2 with 15 euros and balance was around 19 euros. But I recharged it one day late as I was busy the day my pack got expired.
So first time a data pack called o2 pack (Data pack L) got activated and it deducted 10 euros from my account. But as there was no alternative for me I recharged again and now My Smart 300 (old pack got activated).Â
I tried to call the customer service last time, but unfortunately I don't speak good german, yet. I was in an O2 shop, but the person told he can't help me, because he has knowledge only for the o2 contracts. He didn't know anything about the prepaid.
Its very bad experience but this time I don't want it to repeat. So, I thought like this forum and some person associated to o2 can definitely help me.
Can I get any refund from the last time because I haven't used an of it and unsubscribed it just now after reading lots of posts.

Hello, I have pretty much the same problem. I have Smart 300 as a tariff, but am over with my data.
Added Data Pack M for 5,99€. O2 app says it's active. But no Internet, no 3G or 4G, just 2G... tried to reboot, to change parameters, checked APN etc. But nothing happens.
Can someone please help?

There is a technical problem. The data pack does not reset the high speed throttling. Call the customer service tomorrow (55383, for free with your o2 prepaid card) or use the o2 Live Chat: www.o2.de/chat
