the reason is quite simple.
Your simcard (data service and telephony) was barred because in a short period of time there was a high amount of money because of telephone calls that you made to other countries. That's the point when the security department (I don't know how else I should call it) Highspend barrs the simcard.
Your tariff got activated at the 13th of April, and on the 8th of May they barred your simcard, to keep you from higher costs.
Afterwards the company could not charge the money of your bank account. Now it's free again because you've payed the amount.
Please make sure to have an eye on your costs. Calls from Germany to other people in other countries are expensive.
