I don't get any network coverage around my apartment area. O2 has agreed to allow me to port my number to a different provider for a fees of 29,95 euros. They also state that the terms of the contract will continue to apply ("Ihr Vertrag wird zu den vereinbarten Konditionen weitergeführt"). Does this mean that I'll have to pay both O2 and the new provider every month if I port my number?

Yes, you will have to pay for your contract until the end of the contract term. Porting your number ias always possible, always costs 29,95 and has nothing to do with the contract duration.
