I am user of O2 Prepaid Germany. I normally use to give a missed call (or a blank call) to my friend's number in my city, for her to call back. She doesn't pick up the call, it just rings for one or two times and I cancel it. I clarify that we are living in the same city, she uses O2 too, and I am not in roaming. Still O2 is cutting 9 cents every time for the missed calls, as if I have spoken to her for a minute. This is annoying because the rings are for such a short duration that sometimes someone misses the call and you still get billed for it. Is it normal O2 policy? Or something is wrong with my bill?
You can see in the attached pic the billing of 9 cents (and the time duration shown is for the ringing that takes place)

As a general rule, phone calls are only charged when they were actually made.
But this applies to the technical side of the call: as soon as there is a connection, it counts as a call.
So this could mean that sometimes after just one ring sound the mailbox gets activated before someone actually picks up the phone. This would result in the person that was called hearing the ring tone and not picking up the call - and then it would seem as if the call got terminated but the mailbox has started running, even though nobody "hears" it as you would've ended the call already.
Thus, the call would've been made, even if it was just for a second and nobody actually picked up.
So my suggestion would be either for your friend to terminate the "call forwarding" to the mailbox on their phone or to be absolutely sure to use services like whatsapp etc for indicating that you are available for a call.
