I had an outstanding bill, which I paid by bank transfer for my postpaid number (xx), but still there is no data.

As of now, the amount is not shown in your account, but since you payed by bank transfer, it could take up to a few days for the sum to be successfully transferred and for the outstanding bill to be marked as "paid", which will result in your card to be unblocked again.
