Tariff change

Hello,  I am using o2 network from 03.10.2013 and i have contacted your people last year almost at the the same time. I requested for a tariff change to 9.99 euro plan from 29.99 plan as it was too much for me to pay as i was a student. The customer care people said that they cannot change it and they assured me they would change after 1 year. As it was already past 1 year, i would be most obliged if you change my tariff plan.  Thank You.
