I have got wrong rechnung with roaming incoming call being charged which was placed on 15th June 2017 and from 15th June onwards the EU- roaming was made free. So could anyone tell me why was it charged at my bill?

You seem to be misinformed. Roaming was not made free on 15th June. From this date onwards providers have to provide their customers with an option that enables them to use their domestic tarif conditions whilst roaming within the EU. This does not happen automatically though and some customers prefer other options.
Which option do you have in your tarif for roaming? You presumably don't have the EU regulated tarif at the moment, so if this is the better option for you you will need to change the option in the customer portal.
